OKX Review 2026: Fees, MiCA Licence & the $505M Settlement, Honestly Assessed
OKX is the exchange I point experienced traders to when they ask for one venue that does everything. When I first opened it, what struck me was the scale: top-five volumes, a full MiCA licence in Europe, and monthly proof of reserves you can check yourself. It has the polish of a serious financial product. But a fair review has to carry the other half too. In 2025, OKX paid $505 million to settle US charges of operating without a licence. This review weighs both halves honestly, then walks you through the platform step by step.

The short version
- Serious regulation, with an asterisk. Full MiCA licence in the EU (January 2025), plus licences in Dubai, Singapore, and Australia, and a relaunched US operation.
- The compliance record has real blemishes. A $505 million DOJ settlement in February 2025 for unlicensed US operations, and a 1.1 million euro Malta fine for weak transaction monitoring. Compliance failures, not insolvency, and it has since rebuilt its compliance setup, but they count.
- Fees that hold up. Spot at 0.08% maker and 0.10% taker, futures at 0.02% maker and 0.05% taker, with OKB discounts up to 40%.
- Reserves you can actually check. Monthly proof of reserves since 2022; the September 2026 report showed $27.4 billion in primary assets, all major assets above 100%.
- Everything under one roof. Spot, margin, perpetuals up to 125x, options, copy trading, bots, Earn, and a built-in Web3 wallet. Treat 125x as a risk feature, not a goal.
What OKX is
OKX started life in 2017 as OKEx and took its current name in 2022. It was founded by Star Xu out of the OKCoin lineage, and it grew the fast way: deep liquidity, a derivatives-first product line, and expansion into more than 100 countries, where it now serves tens of millions of users. It is one of the five largest crypto exchanges by volume.
That growth came at a cost the company is still paying down. OKX scaled on product and liquidity first and bought the licences second, which is how you end up with both a full MiCA licence and a $505 million settlement in the same story. I will not tell you which half to weigh more. The regulation section below lays out both plainly.

Fees and costs
Fees are straightforward and competitive. Spot trading costs 0.08% maker and 0.10% taker at the regular tier, and futures cost 0.02% maker and 0.05% taker. Holding OKB cuts trading fees by up to 40%, and VIP tiers reduce rates further based on 30-day volume or asset balance. At the top tiers, maker fees can even turn negative, meaning OKX pays you a small rebate for providing liquidity.

Two caveats worth knowing. First, the fee schedule differs by entity and region: the US platform and some local entities run their own tables, so the live fee page for your account is the only number that counts. Second, trading fees are not the whole cost: perpetual funding payments settle every 8 hours and can exceed the headline fee on positions held for weeks, the Convert feature prices its cost into the spread, and withdrawal fees vary by coin and network.
Regulation, licences, and the 2025 settlements
Start with the licences, because they are genuinely strong. OKX Europe Limited received a full MiCA crypto-asset service provider authorization from Malta's MFSA on 27 January 2025, one of the first major exchanges to clear the full process, and it passports across the European Economic Area. The Malta entity also holds a MiFID II authorization for derivatives and a payment institution licence. Beyond Europe, OKX holds a VASP licence from Dubai's VARA, a Major Payment Institution licence in Singapore, and registration in Australia.
Now the part that belongs in the same section. In February 2025, OKX's parent company Aux Cayes FinTech pleaded guilty to operating an unlicensed money transmission business in the United States and agreed to pay about $505 million: an $84 million penalty plus $421 million in forfeited fees. The DOJ said OKX processed over $1 trillion in US transactions between 2018 and 2024 without proper licensing and knowingly violated anti-money-laundering laws for seven years. Separately, Malta's financial intelligence unit fined OKX about 1.1 million euros for weak transaction monitoring.
How to read this fairly: these were licensing and compliance failures, not insolvency or theft. No customer losses were alleged, OKX cooperated with investigators, and it has since relaunched in the US with a San Jose headquarters, state money transmitter licences, and an external compliance consultant in place through February 2027. But a $505 million guilty plea is not a footnote. If a clean compliance history is a requirement for you, OKX does not have one.
KYC is mandatory for all users. Do not use a VPN to bypass regional restrictions; the DOJ case is precisely about what happens when geographic controls fail, and OKX now enforces them seriously. Check the current availability for your country before signing up.
Security and proof of reserves

OKX has published monthly proof of reserves since 2022, one of the longest-running programs in the industry, using zk-STARK cryptography so users can verify their own balances are included. The 47th report, for September 2026, showed $27.4 billion in primary assets: BTC at 109%, ETH at 101%, USDT at 105%, USDC at 100%, XRP at 108%, and SOL at 105%. You can read the full figures on OKX's proof of reserves page.
Two security-adjacent incidents deserve mention. In March 2025, North Korea's Lazarus Group used OKX's DEX aggregator to launder roughly $100 million connected to the Bybit hack. OKX was not hacked itself, but its infrastructure was the laundering vector, and it suspended the DEX aggregator in response. Standard account protections are all present: 2FA, withdrawal allowlists, anti-phishing codes, and cold wallet storage for the bulk of assets.
As with every exchange, proof of reserves is a snapshot, not a guarantee of solvency. Verify what you can, and keep exchange balances to trading size.
Products and trading tools
OKX is a full-stack trading venue, and the product list is long: spot and margin, perpetual swaps with up to 125x leverage, expiry futures, options on BTC and ETH, and a Convert feature for instant swaps. Copy trading lets you mirror experienced traders for a share of profits, trading bots cover grid, DCA, and arbitrage strategies, and Earn products offer staking and savings yields that move with the market and are never guaranteed.
Two things stand out for me. The built-in Web3 wallet is a real differentiator: a self-custody wallet with DEX aggregation, NFT support, and DeFi access inside the same app, so you can move funds off the exchange without downloading anything else. The other is a warning, not a perk: the interface is dense, and beginners regularly tell me they felt overwhelmed the first week. Start with spot, ignore the leverage slider, and let the rest wait. OKB, the native token, pays fee discounts up to 40% and counts toward VIP tiers.
How to sign up and verify
Signing up is straightforward, and verification is not optional here. OKX requires KYC for trading, deposits, and withdrawals, so have an ID ready before you start. One rule before anything else: check that a licensed OKX entity actually serves your country, and do not use a VPN to fake it. The 2025 settlement is exactly about what happens when geographic controls fail.
- Create your account with your email address or phone number, then set a strong password.
- Turn on two-factor authentication immediately, before you deposit anything.
- Complete KYC: choose your country, select an ID type, and upload clear photos of your ID plus a selfie. Approval is usually quick.
- Set a withdrawal allowlist and an anti-phishing code in the security settings. Both take two minutes and both are worth it.
How to deposit
You can fund OKX with crypto or, depending on which OKX entity serves you, with fiat. The exact options differ by region, so treat the steps below as the general flow and follow what your account shows.
- Go to Assets, then Deposit, and choose whether you are depositing crypto or fiat.
- For crypto: pick the coin, then pick the network. Match the network on both sides, or the funds will not arrive.
- Copy the deposit address and send from your wallet. Start with a small test amount if you are unsure.
- Wait for the required network confirmations. The balance appears in your funding account when they clear.
How to buy spot step by step
When I first opened OKX's trading screen, there was a lot going on. The trick is to ignore most of it. The spot market is where you buy coins you actually own, and a limit order keeps your fee at the 0.08% maker rate.
- Go to Trade, then Spot, and pick your pair, for example BTC/USDT.
- You will see the order book, the price chart, and the buy/sell panel. Focus on the panel.
- Switch to a limit order, enter your price and amount, and confirm. The order fills when the market reaches your price.
- Check your Assets to confirm the coins arrived. Consider moving anything you will not trade soon to the Web3 wallet or your own wallet.
Two cost traps to know. The Convert feature is instant but prices its cost into the spread, so it is fine for small amounts and wasteful for large ones. And if you wander into perpetuals, funding payments settle every 8 hours and can cost more than the headline fee on positions you hold for weeks.
How to withdraw
Withdrawing is the mirror of depositing, with one extra safety habit: the allowlist. If you set it up during signup, your account can only send to addresses you approved.
- Go to Assets, then Withdraw, and choose the coin.
- Paste your external wallet address, or pick it from your allowlist, and select the network carefully.
- Enter the amount, confirm the fee and destination, and complete the 2FA check.
- For a large first withdrawal, send a small test amount first. It costs a few cents and removes the anxiety.
What users say: ratings
Our verdict is our own, but it is worth seeing how other users rate OKX on public platforms. These are third-party ratings, checked in October 2026, and they move over time.
| Platform | Rating |
|---|---|
| Trustpilot | 2.3 out of 5 (~1,700 reviews) |
| Google Play | 4.2 out of 5 (~923K) |
| Apple App Store | 4.6 out of 5 (~22K) |
Trustpilot skews toward complaints and disputes, while the app-store scores from hundreds of thousands of mobile users paint a better picture.

- Interface can overwhelm beginners

Who it suits, and who should skip it
OKX suits active traders who want deep liquidity, a full derivatives menu, and low headline fees on a platform that now carries serious licences. The Web3 wallet makes it a decent one-app choice for people who trade and also use DeFi.
Skip it if you need a spotless compliance history, if you are a complete beginner who will drown in the product list, or if your country is not served by a licensed OKX entity. High leverage is available up to 125x; that is a risk feature, not a selling point, and most traders should stay far away from the maximum.
Alternatives
If OKX's compliance history bothers you but you want a licensed venue, Kraken pairs strong regulation with a cleaner record. For lower futures fees and copy trading, Bybit and Bitget are the natural comparisons, each with their own trade-offs. Our best crypto exchanges guide compares the leading venues side by side.
Verdict
OKX is a top-tier exchange on product and a serious one on regulation today: the MiCA licence, monthly proof of reserves, and deep markets are real. The $505 million settlement is the unavoidable context. It was a compliance failure, not a theft, and the company paid for it and rebuilt, but it happened, and a fair review says so plainly.
If you can live with that history, OKX is one of the most complete trading venues available. If you cannot, Kraken is the cleaner alternative. Either way, turn on every security feature, verify what you can in the proof of reserves, and keep your exchange balance at trading size.
OKX questions
Is OKX safe and legit?
OKX is a large, long-running exchange with monthly proof of reserves, a full MiCA licence in the EU, and no reported loss of customer funds to a platform hack. The honest caveats: in February 2025 it pleaded guilty to operating an unlicensed money transmission business in the US and paid $505 million, and Malta's financial intelligence unit fined it about 1.1 million euros for weak transaction monitoring. Those were compliance failures, not insolvency, and OKX has since rebuilt its compliance setup, but they belong in any fair assessment.
What are OKX's trading fees?
OKX charges 0.08% maker and 0.10% taker on spot at the regular tier, and 0.02% maker and 0.05% taker on futures. Holding OKB can cut fees by up to 40%, and VIP tiers reduce rates further based on volume or asset balance. Withdrawal fees vary by coin and network, and the live fee page for your market is the final word.
Does OKX have a MiCA licence?
Yes. OKX Europe Limited received a full MiCA crypto-asset service provider authorization from Malta's MFSA on 27 January 2025, which passports across the European Economic Area. It also holds a MiFID II authorization for derivatives and a payment institution licence from the same regulator.
What happened with the OKX DOJ settlement?
In February 2025, OKX's parent company Aux Cayes FinTech pleaded guilty to operating an unlicensed money transmission business in the United States and agreed to pay about $505 million: an $84 million penalty plus $421 million in forfeited fees. The DOJ said OKX processed over $1 trillion in US transactions between 2018 and 2024 without proper licensing. OKX said no customer harm was alleged, removed the US accounts, and later relaunched in the US with a San Jose headquarters under a new US CEO.
Is OKX available in the US?
OKX relaunched in the United States after the 2025 settlement, operating through a US entity with state money transmitter licences. Availability and products differ by state and by which OKX entity serves you, so check the current position for your location before signing up.
Does OKX require KYC?
Yes. KYC verification is mandatory for trading, deposits, and withdrawals. Older guides saying OKX can be used without verification are outdated.
What is the OKB token?
OKB is OKX's native exchange token. Holding it gives trading fee discounts of up to 40%, counts toward VIP tier qualification, and is used across OKX's ecosystem including its chain. Like all exchange tokens, its value moves with the platform's fortunes.
