Pakistan has moved from a largely informal crypto market toward a formal statutory framework. The Virtual Assets Act created PVARA, SBP instructions opened a route for regulated banks to serve duly licensed VASPs, and the Pakistan Virtual Asset Services Regulations, 2026 now add operational detail. For ordinary users, however, PKR P2P remains the practical entry point in many cases.

The short answer
A useful exchange for a Pakistani user needs more than attractive fees. Check whether the platform or service provider has a current PVARA status, whether it can legally serve the relevant customer, how PKR enters the platform and whether you can withdraw your assets.
Binance, Bybit, Bitget, OKX and MEXC are practical global comparison points. Their presence in Pakistan or availability through P2P should not be described as proof of a completed local full licence.
Regulation
The Virtual Assets Act, 2026 established PVARA as Pakistan's statutory regulator for virtual-asset activities. PVARA is responsible for licensing, supervision and enforcement relating to VASPs operating in or from Pakistan.
The framework covers businesses such as exchanges, custodians, wallet operators, token issuers and other virtual-asset service models. Operating a regulated virtual-asset service without the required authorisation can carry serious consequences.
PVARA's licensing path distinguishes an initial No Objection Certificate from the later full VASP licence. An NOC should not be described as equivalent to a completed licence unless PVARA expressly confirms that status.
The Pakistan Virtual Asset Services Regulations, 2026, published on August 21, 2026, add further operational detail to the licensing and regulatory framework. Providers and users should check the final text and current PVARA notices rather than relying on early press summaries.
Banking
The earlier banking restriction was the practical bottleneck for PKR access. Under the 2026 framework, SBP-regulated entities may maintain accounts for duly licensed PVARA VASPs, subject to licence verification, AML/CFT controls, monitoring and segregated client-money arrangements.
This does not mean that banks can trade or hold virtual assets with their own funds or customer deposits. It also does not mean that every international exchange now has a direct PKR banking rail.

Social engineering, fake agents and forged payment evidence remain common failure points.
Futures can liquidate an account quickly. Beginners should understand spot before using leverage.
A regulated pathway does not guarantee exchange solvency, withdrawals or recovery after a breach.
There is also an ongoing policy discussion around Shariah, speculative tokens and asset-backed or utility structures. Treat religious or product-classification commentary as a separate question from whether a service has a PVARA licence.

Direct answers
Pakistan now has a statutory Virtual Assets Act and a dedicated regulator, PVARA. Crypto is not legal tender, and businesses providing regulated virtual-asset services in or from Pakistan need the required PVARA authorisation. Retail users should not assume that an accessible international exchange has a completed Pakistani licence.
A PVARA NOC is an early-stage approval in the licensing pathway. It is not automatically the same as a completed full VASP licence. Check PVARA's current public information for the exact status and permitted activity of a provider.
SBP instructions allow regulated entities to maintain accounts for duly licensed PVARA VASPs, subject to verification, segregation, AML/CFT controls and monitoring. Banks are not authorised to trade or hold virtual assets with their own funds or customer deposits. Retail PKR access still depends on operational licensed infrastructure.
P2P activity is widespread, but widespread use is not the same as a blanket legal approval. The legality of a transaction depends on the facts, the parties, the payment route and whether fraud, money laundering, unauthorised business activity or another offence is involved.
Use a verified account, escrow-only P2P, a small first transaction, accurate KYC, strong 2FA and a withdrawal plan. Do not release crypto before the exchange confirms payment, and do not move the trade to WhatsApp or an off-platform cash arrangement.
